On July 13th 2010 at approximately 0048 hours, a Plymouth County Deputy stopped a vehicle near the intersection of Hwy 75 and Kestrel Ave. This vehicle was stopped due to poor driving. During an investigation at the scene, it was determined that the driver, ROBERT HERB RYBA, age 56, of Sioux City was revoked in Iowa. As a result, RYBA was placed under arrest for driving while license revoked. During a search of the vehicle, deputies located several video games and a video game controller. It was finally determined that these items had been stolen from the Wal Mart Store in Le Mars. Further investigation lead to the arrest of both RYBA and his passenger, MICHAL MARIE MOISER, age 32, of Sioux City. The following charges have been filed by the Plymouth County Sheriff’s Office:
RYBA was charged with driving while license revoked, a serious misdemeanor, and possession of stolen property with a value of less than $200, a simple misdemeanor.
MOISER was charged with possession of stolen property with a value of less than $200, a simple misdemeanor.
Both were taken to the Plymouth County Jail and held to see a judge. The Sheriff’s Office was assisted by the Le Mars Police Department.
